It arrives poorly translated, weakly articulated, not properly validated, or detached from accountable representation. CHIFA changes the unit of analysis, moving from isolated incidents to recurring patterns and signed-off structural intelligence.

Intelligence Confirmation & Sign-off
Summaries return to attendees. Participants must confirm that the summary reflects the clarity they hold and intend to put forward. Only then does it become CHIFA intelligence. Signed-off intelligence may also be carried directly to leadership.
Embedded Voice Partnership & Accountability Session
Embedded voices receive the signed-off grassroots blueprint, account for their stewardship, and are guided on what their representation should now project. They return again to account for it.
System Learning
Validated, accountable intelligence enters commissioning, planning and design. It arrives clearer, quicker, and harder to overlook. CHIFA may also feed signed-off intelligence directly to leadership.
What CHIFA complements
CHIFA does not replace co-design, consultation, partnership boards or embedded voice arrangements. It sits alongside them, adding the missing intelligence and accountability layer.
